I located Switch03 in the Manager’s Office of the retail store and contacted the remote NOC in India to investigate why the switch was unreachable. It was discovered that the electrical power was connected away from the Backup Battery APC, which caused the issue. To prevent Switch03 from becoming unreachable during power outages in the area, we moved it to get power from the APC.
After re-powering Switch03 back to the correct power source, it came back without any issues.
